On 21 May, a traditional meeting of the Lithuanian, Latvian, Estonian, and German Foreign Ministers took place in Hamburg. The meeting discussed issues of security, the future of the European Union and its relations with eastern neighbors, as well as regional cooperation. In the meeting, Lithuania’s Foreign Minister Linas Linkevičius presented security issues and thanked Germany for its military contribution to NATO's efforts to ensure Baltic security. L. Linkevičius also stressed the need to increase NATO's deterrence and defense capabilities, and to strengthen the EU-NATO security cooperation.

As regards the Eastern Partnership initiative, the Foreign Minister L. Linkevičius expressed hope that a deeper integration of Eastern Partners with the EU would be achieved until the summit during Germany’s Presidency of the Council of the EU in 2020. Lithuania’s Foreign Minister also called on Germany to take into account the ongoing institutional change in Ukraine, when considering its debt terms, to seek specific commitments by Russia regarding its gas transit through Ukraine after the launch of the Nord Stream 2 pipeline, as well as to seek the release of Ukrainian seamen, who were still in Russian captivity.

The meeting of the Baltic and German Foreign Ministers in the “3+1” format has been held annually. This year marks the format’s 25th anniversary. In 2018, the meeting of the Baltic and German Foreign Ministers took place in Palanga.
